Maaxeev, which roughly translates into "path city", is practically the opposite of Duuskeev. It is located at the south-western tip of the Skytop mountains, settled on the Maax river and looking out over the plains of Mirran, and it is a city which cares only for peace and beauty. Maaxeev is the artistic center for Mountain kaasht kind and any Mountain with aspirations towards painting, sculpting, writing, poetry, philosophy, or acting gravitates here. Kaasht of any breed are welcome in any part of the city, so long as no touble is caused and each kaasht has something to contribute to society. Even creatively-minded minena are welcome within Maaxeev's ever-fluctuating boundaries.

Maaxeev began as a mining town just after the Time of Madness, settled by reclusive Mountains who preferred to work alone than join a true clan. When a small gang of kaasht discovered a massive vein of gold above the city, kaasht flocked to the budding town and it expanded rapidly. Discovery of silver and several precious stones nearby was more fuel to the fire. Over time, kaasht less interested in the mining itself and more interested in uses for the rare materials unearthed took control of the town. Rather than turning into a political, money-driven society, however, the earliest materialists focused instead on the potential for art in the stones and metals they gathered.

The mining business in Maaxeev is still very active, and the potential for corruption and greed is still there, but the artists keep it tightly controlled by taxes and regulations. Maaxeev is a very socialistic city, with a very high standard of living so long as every kaasht does his or her share. The government is an obvious presence, with well-trained and polite guards nearly everywhere, but few kaasht really mind because they are far more interested in their art than their government. Resistances and minor revolutions are still a regular occurance, of course, as would be expected in a city full of creative minds, but they seem to add more to the romance and adventure of the city than they do damage to the system.

Trade out of Maaxeev is also a flourishing industry. Raw metals and stones are exported, as well as finished weaponry, jewelry, statuettes, farming and stoneworking tools, cooking utensils, herbs, and mountain game. The city is also a tourist attraction for travelling kaasht, as its ancient structures are not only full of history, but also lovely to behold. However, a guide is almost essential to a touring stranger to Maaxeev, for the city is laid out in no logical fashion and it is nearly impossible to find one's way without help. Many a kaasht has become hopelessly lost in Maaxeev. The plentiful guards are always ready to lend a tail and give directions, however. There is no law against using abilities in Maaxeev, but there are enough guards around to sense and stop dangerous uses of them.

There is a demand for slaves over the black market in Maaxeev, showing the city's rarely-seen dark side, mainly imported for work in the mines and quarries just within the mountains. The city's council puts up an official protest whenever a slavery ring is discovered, as the trade is supposedly illegal in Maaxeev, but thus far very few steps have actually been taken to rid the city of slaves and slavers. Slavery is the single most protested aspect of government in Maaxeev and the city is home to several prominent anti-slavery notaries.
